The Housing Inspector and his designated agents are hereby authorized and directed to make inspections to determine the conditions of dwellings, dwelling units, rooming units and premises. All persons residing within the corporate limits of the City of Mt. Vernon shall permit the Housing Inspector or his designated agents to enter upon premises owned or occupied by then for the purpose of making such inspections during regular business hours or weekdays.
