(A) No person shall place, throw, deposit, drop, discard, or otherwise litter any paper, can, glass, wrapper, garbage, debris, waste, or any other item upon any sidewalk, roadway, alley, street, yard, public property, or private property within the City of Mt. Vernon, except in public or private litter receptacles; same shall constitute the offense of littering.
(B) Complaint for the offense of littering may be made by Traffic Citation Complaint if said offense is committed by a person in or from a motor vehicle. Otherwise, complaint shall be made in the same manner as other non-traffic ordinance violations.
