(A) No person shall place an order for any food, good, or service from any business within the City of Mt. Vernon with the intent not to accept and make payment for said food, good, or service.
(B) Leaving or attempting to leave a place of business after placing an order without accepting the order and making payment therefor shall constitute prima facie evidence of an intent to place an order with the intent not to accept and pay for said order.
