The City shall suspend a sexually oriented business license or employee license for a period not to exceed thirty (30) days if it determines by a preponderance of the evidence that the licensee has knowingly:
(A) violated or is not in compliance with any provision of this Chapter 117;
(B) refused to allow an inspection of the sexually oriented business premises as authorized by § 117.13 or given false information during an inspection.
