No massage establishment license nor masseur or masseuse permit shall be required for hospitals, nursing homes, sanitarium, or persons holding an unrevoked certificate to practice medicine under the laws of the State of Illinois, or to persons working under the personal direction of any such persons or in any such establishments, nor shall this ordinance apply to barbers or cosmetologists lawfully carrying out their profession and holding a valid unrevoked license or certificate of registration issued by the State of Illinois.
