For the purposes of this Section, the following words and phrases shall have the meanings respectively ascribed to them:
ADMINISTRATIVE OFFICIAL. The City Manager of the City of Mt. Vernon, Illinois or his authorized representative.
EMPLOYEE. Any and all persons other than masseurs or masseuses who render any service for the licensee and who receives compensation directly from the licensee but has no physical contact with customers or clients.
LICENSEE. The operator of a massage establishment.
MASSAGE. Any method or pressure on, friction against, or stroking, kneading, rubbing, tapping, pounding, vibrating, or stimulating of external soft parts of the body with the hands or with the aid of any mechanical or electrical apparatus or appliance, with or without such supplementary aids as rubbing alcohol, liniments, antiseptic oils, powder, creams, lotions, ointments, or other similar preparations commonly used in this practice.
MASSAGE ESTABLISHMENT. Any establishment having its place of business where any person, firm, association or corporation engages in or carries on or permits to be engaged or carried on, any of the activities mentioned in the definition of MASSAGE hereof.
MASSAGE SERVICES. The providing of a massage or massages by any person, firm, association, or corporation.
MASSAGE THERAPIST. A person who is licensed by the Illinois Department of Professional Regulation under 225 ILCS 57/1 et seq.
MASSEUR or MASSEUSE. Any person who, for any consideration whatsoever, engages in the practice of massage as above defined.
PERSON. Any individual, co-partnership, firm, association, joint stock company, corporation, or any combination of individuals of whatever form or character.
SEXUAL OR GENITAL AREA. The sexual or genital area of any person shall include the genitals, pubic area, buttocks, anus, or perineum of any person, or the vulva or breasts of a female.
