§ 32.004 COMMISSION FOR ADVANCEMENT OF PROGRAMS FOR THE DISABLED.
   (A)   There is hereby created the Commission for the Advancement of Programs for the Disabled for the City which shall be an agency of City, and shall have the powers and duties prescribed by this ordinance and by the Statutes of the State of Illinois.
   (B)   (1)   The Commission shall consist of three voting members, one of whom shall be the Manager of the City who shall serve as a member of such Commission ex-officio during his/hers term of office. The remaining two members shall be appointed by the Mayor with the advice and consent of the City Council.
      (2)   Initial appointments shall be made of one member for a two year term, and one member for a four year term, and thereafter all appointments shall be for a four year term. In the event of a vacancy, said vacancy shall be filled for the unexpired term by appointment by the Mayor with the advice and consent of the City Council.
   (C)   The Commission shall designate one of its members as Chairman and one of its members as Secretary.
   (D)   The Commission shall make an annual report to the corporate authorities not later than May 1 of each year hereafter.
