§ 31.06 OPEN DOOR MEETINGS.
   The City Council shall sit with open doors. It shall control the finances and property of the City, shall appropriate money for corporate purposes and shall provide for the expenses and debts of the City. The City Council shall have and shall exercise all the powers and duties conferred and imposed by the laws of the State of Illinois and the ordinances of this City.
