(A) No person shall connect or cause to be connected any sanitary sewer, including house connections, cesspools, septic tanks, or other sanitary sewer to any storm sewer, now or hereafter constructed or maintained by the City of Mt. Vernon.
(B) Sump pumps shall not be permitted to be attached to a sanitary sewer main. In the event that a sump pump is determined to be connected to a sanitary sewer main it shall be the owner’s liability and expense to remove said sump pump discharge line; if the owner fails to remove the connection of the sump pump to the sanitary sewer main, the owner shall be liable to the City for all costs, including reasonable attorney fees, incurred by City in effecting removal of the connection. Regardless of the point of water sump pump discharge, it shall be located on private property and shall not be directed to any area or location which will create a nuisance or hazard on the property in question, or allow the collection of water to remain on any adjacent or downstream property. All sump pump discharge lines shall be directed towards an appropriate storm water system or natural water way. Sump pump water discharge lines may be connected to a storm sewer system when approved in writing by the City.
