The City Council shall consist of the Mayor and four (4) Councilmen elected at large; which shall be the judge of the election and qualifications of its own members and in case any vacancy occurs in the office of Mayor or Councilmen by death, resignation, removal, or otherwise, such vacancy shall be filled by the remaining members of the Council by appointment of some person to such office for the unexpired term thereof.
