§ 30.21 BUDGET OFFICER.
   (A)   The City of Mt. Vernon, Illinois, hereby adopts the provisions of 65 ILCS 5/8-2-9.1 through 5/8-2-9.10.
   (B)   There is further hereby provided the office of Budget Officer, who shall be appointed by the City Manager and who shall take oath, as provided in 65 ILCS 5/3.1-10-25, and post bond as provided in 65 ILCS 65 ILCS 5/3.1-10-30. In the event that no Budget Officer appointed by the City Manager shall hold another municipal office, either elected or appointed, then that person shall not be entitled to receive additional compensation for his duties as such. The Budget Officer shall serve at the pleasure of the City Manager and shall have the powers and duties described in §§ 8-2-9.1 through 8-2-9.10 inclusive.
   (C)   The City Council shall make the tentative annual budget conveniently available for public inspection at least ten (10) days prior to its passage, by publication in the general proceedings of the City Council. The Council shall hold at least one public hearing on the tentative annual budget not less than one week after publication of such tentative annual budget.
