§ 50.016 APPLICATION; CONNECTION.
   (A)   Each applicant for water supply or service shall file with the Building Inspector of the City an application therefor, in writing, setting forth the name of such applicant, the location of the premises for which such supply or service is sought, the name of the owner of the premises, if other than the applicant, the nature and size of such service, or the extent of such supply and proposed use thereof. Upon receipt of an application as provided herein, a permit may be issued by the Building Inspector of the City for the installation of water service or the supplying of water in accordance with the provisions of this Article; provided that no permit shall be issued to any applicant while in default through nonpayment of any past due amount owing to the City for any water service, sewer service, or garbage service, or installation theretofore rendered or made, or any other debt to the City.
   (B)   Except as to premises currently receiving water service which were connected to the Water System before the City imposed a policy requiring premises to be within the corporate limits, no premises outside the corporate limits of the City of Mt. Vernon as of May 2021 shall connect to the water supply or receive water service unless said premises shall first annex to the City of Mt. Vernon so as to be within the corporate limits or said premises shall be subject to an Agreement to Annex, in the form required by City, so that the premises may be annexed and within the corporate limits upon the premises becoming contiguous to the corporate limits. Any premises subject to an Agreement to Annex shall have water service disconnected if the premises is not annexed to the City within 60 days of the premises becoming contiguous to the corporate limits of the City.
   (C)   The Director of Public Works shall keep or cause to be kept a record of all such permits issued, showing the date when issued, the name and residence of the person to whom issued, and the location of the property connected therewith. He shall also keep or cause to be kept a record of all water service pipes connected with any water main or water pipes forming a part of the water works system of the City, which record shall show the exact location of the City, which record shall show the exact location of said service pipes. The Director of Public Works shall also cause to be prepared a full and complete map or chart showing the location of all public mains and distribution pipes belonging to the system of waterworks, together with the location of all valves, fire hydrants and fire plugs connected therewith and shall keep same erected to date. The Director of Public Works and City Engineer shall also keep a record of each Agreement to Annex and shall enforce each Agreement according to its terms.
