SCHEDULE I. SPEED LAWS.
   (A)   The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except as this Article, as authorized by State law, hereby declares and determines upon the basis of engineering and traffic investigation, that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be prima facie unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this Article when signs are in place giving notice thereof.
   (B)   It is hereby determined upon the basis of an engineering and traffic investigation, that the speed permitted as safe and reasonable upon the streets or roadways within the City is as established by this Section.
      (1)   Speeds on Certain Specified Streets:
         (a)   Broadway, between 19th Street and 27th Street, 30 miles per hour.
         (b)   Broadway, between 27th Street and 34th Street, 35 miles per hour.
         (c)   Broadway, between 8th Street and 12th Street, 35 miles per hour.
         (d)   Salem Road, between 11th Street and the North Corporate Limits, 35 miles per hour.
         (e)   Main Street, between 8th Street and 12th Street, 20 miles per hour.
         (f)   Ninth Street, between Harrison Street and Casey Avenue, 20 miles per hour.
         (g)   Tenth Street, between Harrison Street and Jordan Street, 20 miles per hour.
         (h)   Tenth Street, between Jordan Street and Vaught Street, 25 miles per hour.
         (i)   All United States and State Highways, except as hereinabove established, 25 miles per hour.
         (j)   Where a highway or street is adjacent to a public school or a private school and when the school is in session, the speed limit shall be 20 miles per hour, or the speed limit shall be as otherwise determined and as posted by sign by the City Manager; where a highway or street is adjacent to a church and when the church is in session, the speed limit shall be as determined and as posted by sign by the City Manager; at all other times, the speed limit for a highway or street adjacent to a school or a church shall be as posted by sign or as established by other provisions of City ordinance or other controlling law.
         (k)   Veteran’s Memorial Drive, between 10th Street and 17th Street, 30 miles per hour.
         (l)   Veteran’s Memorial Drive, between 17th Street and 26th Street, 40 miles per hour; and between 26th Street and 42nd Street, 35 miles per hour.
         (m)   42nd Street, between Veteran’s Memorial Drive and Broadway, 35 miles per hour.
         (n)   Lake Terrace Drive, 40 miles per hour.
         (o)   South 45th Street/Wells Bypass South of 625 South 45th Street, 40 miles per hour.
      (2)   Streets on Which The Speed Shall Not Exceed 30 Miles Per Hour.
         (a)   South 10th Street, between Vaught Avenue and the South Corporate limits.
         (b)   Shawnee Street, between Perkins Avenue and the South Corporate Limits.
         (c)   Wilshire Drive.
         (d)   12th Street, between Jones and Fishers Lane.
         (e)   42nd Street, between Fox Creek and Richview Road.
      (3)   Streets on Which The Speed Shall Not Exceed 20 Miles Per Hour.
         (a)   East – West:
            1.   North Street, between 9th Street and 12th Street.
            2.   Harrison Street, between 8th Street and 12th Street.
            3.   Jordan Street, between 8th Street and 12th Street.
            4.   Casey Avenue, between 8th Street and 12th Street.
         (b)   North - South:
            1.   8th Street, between Main Street and Casey Avenue.
            2.   Johnson Avenue, between North Street and Jordan Street.
            3.   11th Street, between North Street and Casey Avenue.
            4.   13th Street, between 12th Street and Broadway.
            5.   14th Street, between Main Street and Broadway.
      (4)   Streets on Which the Speed Shall Not Exceed 30 Miles Per Hour: All streets not otherwise designated in this section are limited to 30 miles per hour.
      (5)   Streets on Which the Speed Limit Shall Not Exceed 25 Miles Per Hour: All streets adjacent to or abutting hospitals, infirmaries, sanitariums, asylums, or other clinical or convalescent institutions.
