(A) No person shall stand or park a vehicle in a street or roadway other than parallel with the edge of the roadway, headed in the direction of lawful traffic movement and with the right hand wheels of the vehicle within eighteen inches (18”) of the curb or edge of the roadway, except as otherwise provided in this Article.
(B) The City Traffic Engineer shall determine upon what streets angle parking shall be permitted and shall mark or sign such streets, but such angle parking shall not be indicated upon any Federal Aid or State Highway, or immediately adjacent thereto within the City, unless the State Highway Department has determined by resolution, or by traffic capacity study, the results of which are on file with the City, that the roadway is of sufficient width or conditions are such as to permit angle parking without interfering with the free movement of traffic.
(C) Upon these streets which have been signed or marked by the City Traffic Engineer for angle parking, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings. Whenever a vehicle is lawfully parked at nighttime upon any street within a business or residence district, no lights need to be displayed upon such parked vehicle. Any lighted headlamps upon a parked vehicle shall be depressed or dimmed.
