The Clerk, upon receiving authority from the Mayor and Council to issue a permit, shall endorse upon the permit the terms and conditions prescribed by this Chapter and a clause providing that such permit shall not be transferred without the consent of the Council. Such permit shall be signed by the person or officer of the corporation or company to whom it is issued certifying that he agrees that there will be compliance with all the terms hereof.
