An application for final review and approval shall be filed by the applicant within twenty four (24) months of the date on which preliminary approval was given. An extension may be granted by the city following an administrative review and approval. If application for final approval is not made within twenty four (24) months or within the time for which an extension has been granted, the plan shall be considered abandoned and the development of the property shall be subject to the normal requirements.
