Notwithstanding any other provision herein, in the event the amount of the tax imposed for total combined public utility service exceeds one thousand dollars ($1,000) in any given calendar month, to any single purchaser, such purchaser may apply to the Municipality for a refund of any amounts paid in excess of one thousand dollars ($1,000) in any given month within thirty days of the payment thereof. Upon proper showing of the amounts paid in excess of ($1,000). Council shall direct the refund to be paid.
