Every person engaging or continuing within the City in the business of making loans of money, credit goods or things in action, who because of such activity is required under the provisions of West Virginia Code Article 47-7A to obtain a license from the Commissioner of Banking of the State, and each and every industrial loan company shall be subject to the provision of, and shall pay the taxes specified in Section 745.14.
