(a) Definitions. In this section terms shall have the following meanings:
(1) "Fence" means an enclosure as defined in Section 1379.03 (r)(1), so constructed and maintained as to obscure the junk within the enclosure from ordinary view to those persons passing upon the streets and alleys within the City.
(2) "Junk" means old or scrap copper, brass, rope, rags, batteries, paper, rubber, junked, dismantled or wrecked automobiles or parts thereof, iron, steel and other old or scrap ferrous or nonferrous materials.
(3) "Junk yard" means an establishment or place of business which is maintained or operated for the purpose of storing, keeping, buying or selling junk, or for the maintenance or operation of an automobile graveyard.
(b) Location. No junk yard shall be operated or maintained within the City in violation of Section 1379.03 of the Zoning Code.
(c) License. No junk yard shall be operated or maintained within the City without a license, and no license shall be granted to a dealer who maintains a junk yard in violation of Section 1379.03 of the Zoning Code.
(d) Penalty; Abatement of Nuisance. Any person violating any provision of this section, whether as principal or employee, shall be punished as provided in Section 101.99, and in addition to other remedies provided by law, the City may apply to the Circuit Court or other court of competent jurisdiction in the County for an injunction to abatement such nuisance.
