The secondhand goods dealer's photographs and register required by this article shall at all times be open to inspection by a duly authorized officer of the Moundsville Police Department. The secondhand goods dealer shall also, upon request, show to any of the persons named in this section, any articles purchased, taken or received by the dealer or deposited with the dealer and in the dealer's possession.
