The Council at the last regular meeting held in December of each year, shall elect one of its members to serve as Mayor for a term of one year commencing the first day of January of the coming year. The Mayor shall preside at meetings of the Council and shall be recognized as head of the City government for all ceremonial and military purposes, but shall have no regular administrative duties. A person who has been elected or who has served as Mayor during all or any part of two consecutive terms shall be ineligible for the office of Mayor during any part of the term immediately following the second of the two consecutive terms. The Council at last regular meeting held in December of each year, shall elect one of its members to serve as Vice Mayor for a term of one year commencing immediately upon election. The Vice Mayor shall perform all the duties of the Mayor in the event of the absence or disability of the Mayor.
