713.06 IDENTIFICATION CARDS; FEES; EXEMPTIONS.
   The City Clerk shall, upon the direction of the Licensing Board or Council, furnish any application for a permit under this article with identification cards to be used by individual solicitors upon the payment of fifteen cents (15¢) for each such card. Such identification card shall show that the bearer is licensed by the City for any of the purposes referred to previously, and such other information as the Licensing Board or Council may require. Such cards shall be prominently displayed by each individual solicitor at all times while engaged in soliciting, by attaching the card to his or her outer garments. The Licensing Board or Council may, in its absolute discretion, exempt any applicant from securing such identification cards for each individual solicitor or canvasser; provided, that the applicant demonstrates that each of its solicitors or canvassers will have some means of individual identification.
