Members of Council shall be qualified electors of the City. Council members elected as ward Council Members shall be qualified voters of the ward for which they are elected. If a member of Council shall cease to possess any of these qualifications or shall be convicted of a crime involving moral turpitude, his or her office shall immediately become vacant. If any member of Council shall be absent from the regular meetings of Council for three (3) consecutive meetings, then his or her office shall become vacant if within thirty (30) days after such third consecutive absence, Council shall by majority vote confirm the vacancy by removing the Council member from office. Further, if any member of Council shall be absent from twenty-five (25%) percent of the regular meetings of Council for any consecutive twelve (12) month period, then his or her office shall become vacant if within thirty (30) days thereafter Council shall by majority vote confirm the vacancy by removing the Council member from office.
