Prior to the issuance or renewal of any permit to operate a massage parlor or as a masseur:
(a) The Fire Chief shall inspect the site and the facilities to be used thereon to determine whether or not such facilities meet all requirements of the City Fire Code, and to establish any regulations for the operation of such massage parlor to conform therewith.
(b) The Chief Building Inspector shall inspect the site to determine the adequacy of sanitary facilities, rest rooms and determine if the facilities meet all of the Building Code requirements.
(c) The Director of Finance shall not issue any permit to operate a massage parlor hereunder until favorable recommendations from the Fire Chief and Building Inspector are received by him.
