Every person or entity which holds a license to conduct business within the City of Moundsville, and every person or entity which is or was obligated to have a license to conduct business within the City of Moundsville but failed to do so, shall be obligated and required to serve written notice upon the City Clerk within ten (10) days of closing or ceasing to conduct business within the City of Moundsville. Failure to so notify shall permit the City of Moundsville to charge such fees and taxes, or impose other legal obligations as if the same were an operating business in the City of Moundsville.
