705.25 ENTRY ON TO PREMISES.
   (a)   Members of the Police Department shall have the right to enter into and upon premises or places wherein any business or activity is being conducted pursuant to a license therefor issued by the City, at reasonable times for the purpose of inspecting same and determining compliance thereof with the City licensing ordinances; provided, however, that this section shall not be construed as purporting to authorize an unreasonable search and seizure prohibited by Section 6, Article III of the Constitution of the State.
   (b)   No licensee, his agent, employee or any other person shall interfere with or obstruct any member of the Police Department from carrying out the provisions of this section.
