(a) Upon removing a vehicle under the provisions of Section 519.07, the City shall, after ten days cause notice of public sale of such vehicle by publication of the sale, such notice to be published once in a newspaper of general circulation in the City, not less than twenty days before the date of the proposed sale.
(b) The notice of the sale shall state:
(1) The sale is of abandoned property in the possession of the City.
(2) A description of the vehicle, including make, model, license number and any other information which will accurately identify the vehicle.
(3) The terms of the sale.
(4) The date, time and place of the sale.
