361.14 PARKING METERS.
   (a)   Parking Meter Locations: Council may from time to time, by resolution or motion, designate streets whereon parking shall be limited as determined by Council, and whereon parking spaces may be marked and parking meters installed.
   (b)   Marking Spaces; Erection of Meters. The Chief of Police may, on the designated portions of the streets described in this section or other public property, cause parking spaces, approximately twenty feet in length, to be marked by lines on the curb or pavement or by some appropriate markings, and on the sidewalks or other public property adjacent to each such parking space he shall, by order of Council, cause to be erected a parking meter which, upon the deposit of a coin as provided in this section, will indicate the duration of the legal parking period and time when such period has elapsed.
   (c)   Parking Fee; Effective Hours. There is hereby imposed a fee upon every person on parking a vehicle upon the City streets or parking lots owned or leased by the City where such fee is designated by parking meter or otherwise. Such fee is imposed for parking during the following times:
      (1)   Between the hours of 9:00 a.m. and 5:00 p.m. of any day except Saturdays, Sundays and legal holidays.
   When any vehicle is in any space adjacent to a parking meter the person parking such vehicle shall immediately after entering such parking space deposit a coin of the United States as designated on the parking meter. A failure to do so shall constitute an offense.
   Notwithstanding the above, there shall be no parking fee imposed on commercial delivery vehicles while engaged in the activity of loading or unloading in the regular course of business.
   (d)   Fees for Use; Time Limits. Council shall, by resolution, specify what coins shall be deposited in parking meters and the amount of parking time which the depositor shall be entitled to use for each specified coin, and this information, together with the maximum time, if any, shall be stated on the outside of each parking meters so as to be readily seen by users of the meters.
   (e)   Use of Slugs. No person shall deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for the coin designated on the parking meter.
   (f)   Injuring, Tampering with Meters. No person shall injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the terms of this section, nor shall any person, other than those duly authorized, remove coins from parking meters.
   (g)   Parking at Metered Space. When spaces are marked for parking at meters no person shall park any vehicle other than within the marked space.
   (h)   Account of Fees. The Director of Finance or City Treasurer shall keep an accurate account of all fees delivered to him under the provisions of this section and of all disbursements made therefrom.
