361.13 ANGLE PARKING.
   (a)   Designation by Council.
      (1)   Council may, by resolution or motion, designate certain streets and other public places, or portions thereof, as places where angle parking is required.
      (2)   Each such resolution or motion shall indicate clearly the streets or other public places, or portions thereof, whereat angle parking is required and the angle for parking, and may provide that vehicles shall not be backed into any angle parking space.
      (3)   Upon the passage of any such resolution or adoption of any such motion it shall be the duty of the City Manager to cause parking spaces to be marked at the places designated in the resolution, so as to indicate to drivers and operators of vehicles the positions in which their vehicles are required to be parked; and if such resolution provides that backing of vehicles into such parking spaces is prohibited, the City Manager shall cause to be erected suitable signs, stating such prohibition, to be erected at such places and in such number as may be necessary to give reasonable notice thereof to the public.
   (b)   Compliance Required. No person shall stand or park or permit the standing or parking of any vehicle at any place which, under the provisions of this section, has been marked for angle parking, in any manner other than as indicated by the markings which set out the authorized parking spaces.
   No person shall back any vehicle or permit the backing of any vehicle into any space duly marked for angle parking contrary to any duly posted sign which indicates that such backing is prohibited. (1977 Code Sec. 41.76)
