Any sign erected by the City Manager pursuant to authority contained in this Traffic Code may be ordered changed or removed by Council; and nothing in this Traffic Code shall be construed as limiting the authority of Council from directing that traffic control signs be erected in such form and at such places as Council may deem proper.
