1767.04 INSPECTION AND CERTIFICATE REQUIRED.
   (a)    An owner or operator of rental property shall not rent nor offer for rent any dwelling unit for use in whole or in part for human habitation unless a valid certificate of use and occupancy has been issued for such dwelling unit by the Code Official indicating that inspection found the premises to be in substantial compliance with the International Property Maintenance Code.
   (b)    An inspection is required to obtain a certificate of use and occupancy. An owner or operator of rental property is required to permit an inspection by the Code Official in order to
obtain a certificate of use and occupancy, or renewal thereof.
   (c)    Any Code Official charged with the enforcement of this article shall issue a written report including any findings of an illegal condition found.
