(a) Owner of Residential Property. A permit shall be issued to a bona fide owner of residential property permitting the owner to work on a property owned and occupied by such person; provided, that the owner does the work in accordance with the provisions of the Building and Housing Code.
(b) Landlord. A permit may be issued to a bona fide owner of a rental property permitting the owner to work on a rental property owned by such person; provided, that the owner can demonstrate the knowledge and ability required to do the work in accordance with the provisions of the Building and Housing Code.
(c) Work by a Commercial Property Owner. A permit may be issued to a bona fide owner of a commercial property permitting the owner to work on a commercial property owned by such person; provided, that the owner can demonstrate the knowledge and ability required to do the work in accordance with the provisions of the Building and Housing Code.
(d) Work by Contractors. All contractors performing work within the City are required to obtain a building permit for the work that they are contracted to perform.
(e) Work by Sub-Contractors. All sub-contracted work requires a building permit to be obtained by the sub-contractor for the work that they are performing.
