Construction or work for which a permit is required shall be subject to inspection by the building official and such construction or work shall remain visible and able to be accessed for inspection purposes until approved. Approval as a result of an inspection shall not be construed to be an approval of a violation of the provisions of the code or of other ordinances. It shall be the duty of the owner or the owner's authorized agent to cause the work to remain visible and able to be accessed for inspection purposes. Neither the building official nor the City shall be liable for expense entailed in the removal or replacement of any material required to allow inspection.
(a) Preliminary Inspection. Before issuing a permit, the building official is authorized to examine or cause to be examined buildings, structures and sites for which an application has been filed.

(c) When an Inspection Is Required. It shall be the duty of the permit holder to notify the Building Inspector that such job is ready for inspection, and failure on the part of such person shall be deemed a violation. Inspections shall be scheduled in advance and are at the availability of the building inspector. Any changes to a scheduled inspection time or date shall be made a minimum of twenty-four (24) hours before the scheduled inspection. Unscheduled inspections are at the availability and discretion of the building inspector and have an inspection fee of twenty-five dollars ($25.00).
(d) When an inspection is determined to be an emergency inspection no additional fees will be charged.
(e) Definition Emergency Inspections. An unscheduled inspection that cannot be scheduled in advance because it would negatively affect the health and well-being of a resident that is dependent on a device used for monitoring or treating a medical condition.
