The Commission shall have power to take all steps and proceedings, incidental to the performance of its duties in the execution of its powers under this article; provided that all of the fiscal policies and powers thereto associated shall be subject to review by the City Manager with final approval by Council and shall be consistent with the purposes of the Commission.
