(a) The Commission shall elect one of its members to hold each of the following offices: Chairman and Vice Chairman. The Commission shall also elect or appoint a Secretary. The Secretary may be a member of the Commission. However, in the discretion of the Commission, the Secretary need not be a member of the Commission. The Secretary shall create minutes of the meetings, and keep an accurate record of all the fiscal affairs of the Commission. The Secretary may be paid such compensation for services as the Commission shall fix from year to year, upon approval of the City Manager. The City Treasurer shall be ex officio treasurer of said Commission.
(b) Members of the Commission shall receive no salary or compensation, but may be reimbursed for expenses incurred in the performance of their duties if Council has provided a budget of funds for such purposes and if there has been approval received from the Commission in advance for such reimbursement.
