123.02 RESOLUTIONS, BYLAWS, RULES AND REGULATIONS.

All bylaws, resolutions, rules and regulations adopted by Council shall take effect forthwith, unless therein otherwise provided, and shall be authenticated by the signature of the City Clerk.
