123.01 ORDINANCES.
   (a)   Effective Date. Every ordinance of Council shall take effect and be in force from its passage, unless it be otherwise provided by the ordinance itself, or be manifestly inconsistent with the intention of Council, and the date of its passage shall be noted in the enrolled and printed copies thereof next after its title.
 
   (b)   Authentication. All ordinances shall be authenticated by the signature of the City Clerk.
 
   (c)   Effect of Repeal. The repeal of an ordinance, or its expiration by virtue of any provision contained therein, shall not affect any offense committed, or penalty or punishment incurred before the repeal took effect or the law expired, save only that the proceedings thereafter had shall conform, as far as practicable, to the laws in force at the time such proceedings take place, unless otherwise specially provided.

   (d)   Revival after Repeal. When an ordinance which has repealed another is itself repealed, the former ordinance shall not be revived without express words for the purpose.
 
   (e)   Duties of City Clerk; Ordinance Books. The City Clerk shall endorse upon every ordinance passed by Council, next after the title, the date of passage. The City Clerk shall also record every such ordinance of a general nature in a wellbound book to be called the "General Ordinance Book," which shall be thoroughly indexed by the City Clerk, showing in the index not only all subjects mentioned in such ordinance, but also the section and article amended and other matters necessary to make a complete index. All other ordinances not of a general nature, such as granting franchises, shall be recorded in a book to be called the "Special Ordinance Book," which shall be fully indexed.
