121.06 REQUIREMENTS FOR BOARDS AND COMMISSIONS.
   The following requirements shall pertain to all boards and commissions of the City of Moundsville created pursuant to these Codified Ordinances, including, but not limited to, the Board of Zoning Appeals of the City of Moundsville, the Planning Commission of the City of Moundsville, the Historic Landmarks Commission of the City of Moundsville, the Moundsville Water Board, the Sanitary Board of the City of Moundsville, and the Housing Authority of the City of Moundsville.
   (a)    All members of all boards or commissions created by these Codified Ordinances shall attend at least seventy-five percent (75%) of all regularly scheduled meetings of the board or commission to which the member has been appointed. The chairperson of each such board or commission shall file an attendance report of each regularly scheduled meeting with the City Manager within seventy-two (72) hours after the conclusion of each such regularly scheduled meeting. The City Manager shall then present all such reports at the regularly scheduled City Council meeting next succeeding any such board or commission meeting. Any such appointed member of a board or commission who fails to satisfy this attendance requirement, shall be subject to removal from the appointment at the discretion of City Council.
   (b)    Meetings of such boards or commissions, whether regularly scheduled or special meetings thereof, shall be memorialized by a recording device with the same to be filed with the City Clerk as soon as practicable after the conclusion of any such meeting.
   (c)    Minutes of any such meeting shall be reduced in a summary, typewritten form and presented to Moundsville City Council at its regularly scheduled meeting next succeeding any such board or commission meeting. The requirement for written minutes may be complied with by providing for a secretary or clerk retained by the board or commission to accomplish the same. The City Manager shall appoint a secretary to any board, commission, council committee or sub-committee upon approval by City Council.
   (d)    The secretary for the following boards, commissions and committees, shall receive compensation in the amount of seventy-five dollars ($75.00) per meeting attended: (1) Arts and Culture Commission; (2) Board of Zoning Appeals; (3) Design Review Board; (4) Historic Landmarks Commission; (5) Parks and Recreation Advisory Board; (6) Planning Commission; (7) Sanitary Board; (8) Storm Water Utility Board; (9) Water Board.
