(a) The Comprehensive Plan entitled Comprehensive Plan for the City of Moundsville, West Virginia, as prepared by Michael Baker, Jr., Inc., a copy of which is on file in the office of the City Clerk and recommended by the Planning Commission of the City of Moundsville, is hereby adopted as the Comprehensive Plan of the City of Moundsville.

(b) All plans for the location and erection of community buildings, fire stations, city buildings, parks, playgrounds, streets, and other community facilities to be erected or located by the City of Moundsville or other public facilities such as schools, churches, etc., shall be submitted to the Planning Commission for its recommendations; and the location of all urban renewal projects and public housing projects shall be submitted to the Planning Commission for its approval.
