(a) Appointment. The City Manager shall appoint a qualified person to be Commissioner of Public Works.
(b) Duties Generally. The Commissioner shall superintend the opening, construction and repairing of all streets, sidewalks, crossways, footways, drains, gutters and public grounds; keep them open and in good repair; execute all orders, ordinances and resolutions made by Council in relation thereto; superintend the grading and paving thereof; report to the City Manager anything necessary, advantageous or useful concerning them; have custody and control of all City property concerning them; report to the City Manager any plans and estimates; and superintend all improvements under order of the City Manager; turn over to his successor all City property and effects which came into his hands by virtue of his office; and give information of any violation of any provision of the Codified Ordinances or other ordinance relating to streets or sidewalks.
(c) Abatement of Nuisances. The Commissioner shall abate or remove obstructions or nuisances on any street or public ground, and keep an account of property in his custody and account therefor when required by Council or City Manager.
(d) Duties as to Sidewalks. The Commissioner may order the owner or occupant of any property fronting on any sidewalk or footway to clean, level, make uniform and remove obstructions from such sidewalk or footway. If such order is not complied with within a reasonable time the Commissioner shall make complaint thereof before the Police Judge.
(e) Obedience to Orders. No owner or occupant shall refuse to obey the lawful orders of the Commissioner given pursuant to this section.

(f) Sanitation Superintendent. The Commissioner shall act as Superintendent of Sanitation and perform such duties as provided in Article 953 of the Streets, Utilities and Public Services Code.
