To provide staggered terms of office, as provided in the West Virginia Code 16-13-18, the two members of the Sanitary Board who are to be appointed by Council shall be appointed as follows: At the first regular meeting of Council in March, 1970, and every three years thereafter, one member shall be appointed; and at the first regular meeting of Council in March, 1972, and every three years thereafter, one member shall be appointed. Members shall take office on March 24 of the year of their appointment.
