No person not a member of the Fire Department nor connected therewith shall loiter in or about any of the houses belonging to or used by the Fire Department, or shall remove or aid in removing, any part of the apparatus of any of the fire companies of the City from the building housing such apparatus, for any purpose, except with the permission of the proper authorities of the Fire Department or by order of the City Manager or Council.
