139.05 CHIEF OF POLICE; OFFICER IN CHARGE.
   (a)   Subject to the authority of the City Manager as provided in this article, the Chief of Police shall be commanding officer of the Police Department and shall have direct supervision, command and control thereof. He shall be responsible to the City Manager for the enforcement of the Codified Ordinances, other ordinances and State laws within the City, and for the administration of the Police Department and the enforcement of departmental rules and regulations.
   (b)   The senior police officer on duty, in the absence of the Chief of Police, shall be recognized as the officer in charge, and his orders shall receive prompt attention and compliance.
