(a) Council in consultation with the Chief of Police, shall promulgate rules and regulations governing the Police Department. At least one copy of such rules and regulations shall be maintained at all times in the Police Department headquarters, which shall be readily available to all members of the Police Department.
(b) After such rules and regulations have been approved by resolution of Council, no member of the Police Department shall violate any such rules or regulation.
