Council is hereby appointed to fulfill the functions of the Board of Appeals created under Section 107 of the National Building Code and shall have all duties, powers and authority granted by such section. Terms of office, quorum, meetings and other procedural matters shall be controlled by the City Charter and the Codified Ordinances. Those portions of Section 107 inconsistent therewith are hereby repealed.
