(a) Office Created. The office of Electrical Inspector is hereby created and the official in charge shall be known as the Electrical Inspector.
(b) Assistants. There may be such number of Assistant Electrical Inspectors as may be determined from time to time by Council.
(c) Appointment; Term of Office. The Electrical Inspector and Assistant Electrical Inspectors shall be appointed by the City Manager, and shall hold office until their successors are appointed or until they are removed for good cause.
(d) Bond. Before entering upon the duties of his office the Electrical Inspector shall give bond in the penalty of one thousand dollars ($1,000) with surety to be approved by Council. Each Assistant Electrical Inspector shall give the same bond as the Electrical Inspector.
(e) Powers and Duties of Assistants. The Assistant Electrical Inspectors shall have the same powers and perform the same duties as the Electrical Inspector in the absence of the Electrical Inspector, and at other times when so authorized by the Electrical Inspector.
(f) Qualifications. The Electrical Inspector and Assistant Electrical Inspectors shall be persons of good moral character, possessed of such executive ability as requisite to the performance of their duties, and they shall have a thorough knowledge of the standard materials used in the installation of electrical equipment. They shall be well versed in approved methods of electrical construction, have a knowledge of the statutes of the State relating to electrical work, and the rules, regulations and standards of the American National Standards Institute, Inc.
