The City Manager is hereby authorized and requested to submit a proposal to the West Virginia Home Rule Board to participate in the Pilot Home Rule Program Phase II, pursuant to W. Va. Code §8-1-5a. A true copy of said proposal, being the Application Plan of the City of Moundsville, is attached as an Exhibit to this ordinance and is adopted by reference herein.
