105.06 DIRECTOR OF EMERGENCY SERVICES; APPOINTMENT; RESPONSIBILITY.
   (a)   The City Manager shall appoint a Director of Emergency Services, who shall perform such duties as are imposed upon him by this section and as may lawfully be delegated to him by competent authority.
 
   (b)   The Director of Emergency Services shall coordinate the activities of all organizations for emergency services within this City and shall maintain liaison with and cooperate with the emergency services agencies and organizations within the State and within the State government. When such authority is delegated to him by the City Manager, such Director shall have direct responsibility for the organization, administration, training, equipment and operation of the City organization for emergency services, subject to the direction and control of the City Manager.
