There is hereby established the City Emergency Services Council, which shall consist of the City Manager and five citizens appointed by Council, not more than three of whom shall be members of the same political party. Members shall serve for a term of two years and until their successors are appointed and qualified. In July of each odd-numbered year, two members shall be appointed, and in July of each even-numbered year, three members shall be appointed.
