Pursuant to authority contained in the West Virginia Code 15-5-8, there is hereby established the City Emergency Services Organization, which shall be subject to the regulations and exercise the powers set out in this article, and which shall be subject to all applicable provisions of law and regulations and orders issued pursuant to law.
